West Guwahati College of Education is quite lucky and proud to have a renowned personality like Retd. Professor Minadhar Barthakur as the founder President of the Governing Body of the College. A brief account of activities performed by the President is presented here which will surely give an insight of his functioning.

During 1950s Templeghat in Pandu area was lagging scope of teacher education for which a large number of experienced persons demanded establishment of a Teacher Training College in West Guwahati College of Education. On this demand Professor Minadhar Barthakur alongwith Late Professor B.K.Nath and Mrs. Kamana Barowa took leading part in organizing a Teacher Training College at the Vidyamandir High School, Rest Camp Kalibari, Pandu. The Principal of Vidyamandir High School the then Sri S.Sarkar cooperated in this attempt and graciously offered the premises of the school for functioning of the classes with effect from 1st April 1992. With this humble beginning a few experiment and qualified teachers of this school offered their services for starting the Teacher Training College alongwith full cooperation of Mr. S.Sarkar , Principal.

Thus the West Guwahati College of Education ; named by Prof. Barthakur came into being for initiating a College of Teachers Training in the premises of Vidyamandir High School. However , in the mean time several Headmasters and Principals of this locality came forward to help for the establishment of Teacher Training College in this area. Initially, the college was allotted 50 students to start with the B.Ed. classes. However, from 1993 the strength was increased to 100 students.

As per university rules for a new college the proposal must possess land for building the college premises . Under this clause Prof. M. Borthakur discussed the matter with Swami Bal Gobinda Parampanthi , Secretary , Viraj Ashram benevolently offered 3 bighas of land at a very nominal price for establishment of the college . However , Swami ji emphasized that he could give land only for academic purposes through this trust . He further pointed that this is entirely for the welfare and development of the area so that in the long run the college will endeavour spread of education development of Human Resource in this area . Dr. M. Borthakur managed to give the initial price of rupees 3lakhs to the Viraj Ashram for transfer of the land in the name of the college .

In the meantime, Prof . M. Borthakur on his own initiative approached the Gauhati University authority as well as the Govt. of Assam for procuring permission of NOC from various authorities for starting the college in the western side of Guwahati city only . Late B. Kr . Nath prepared the blueprint of Teachers Training College and took initial attempt for organizing classes and other administrative matters fulfilling the conditions laid down by the Gauhati University .

Prof.M.Borthakur visited the NCTE , Delhi for obtaining first recognition of the college and later on fulfilled all the conditions laid down by the NCTE regional offices , Bhubenswar for starting the Teachers' College at Pandu in 1995 .

After obtaining the permission from Gauhati University the NCTE recognited this instition as full-fledged Teachers' Trainging College. After a decade or so with the tireless effort made by Prof . M. Borthakur the college should obtain affiliation from Gauhati University.

As a precondition a Teachers' Training College must possess a fully fledged library for which the organizer collected donations both as cash and kind for building up a self contained library .

During late 90's there was acute dearth of qualified teachers for a B.Ed. College. However, Professor Barthakur through his personal contact, persuasion and request was successful in accumulating a number of retired as well as fresh faculty members for the College. It was a yeoman effort to procure efficient faculty members for a new College with the help of a number Principal and retired teachers this hurdle was overcome for establishment of this College.

As per NCTE norms 2002, 2005, 2007 and 2009 a number of new infrastructure such as Technology Lab., Psychology lab. And ICT Lab. Were established as teaching aids in the College at its own resources. In the meantime the College could procure several new building such as an auditorium, new library building, classrooms, etc. on the plot of land donated by Viraj Ashram as prerequisite conditions of the College.
